Dear Mr. Wisebrod:

Thank you for your letter dated March 18, 1996 wherein you expressed concern regarding the impact on the privacy rights of individuals of certain proposed amendments to the Criminal Code of Canada under Bill C-118 (now Bill C-17).

I have reviewed the clauses in the Bill and concur with your assessment that the inclusion of the words "available to" in the text may expose personal information contained in other connected computer systems during a computer search. I have accordingly conveyed my concern in a letter to the Honourable Allan Rock.

Thank you for bringing this matter to my attention. If you have any other concern regarding the privacy interests of the public, please do not hesitate to contact me.

Yours sincerely,

[signed]

Bruce Phillips
